NCIA simplified procurement creates a more accessible route for specialist capabilities

The strategic signal is not that every small supplier should chase NATO tenders. It is that there is a middle market between individual consulting and very large programmes: bounded capabilities that can be objectively specified, priced and accepted.

The market-access signal is concrete

NCIA states that all procurement opportunities above €80,000 appear on its public bulletin. For opportunities above €80,000 and up to €1.6 million, publication happens first in Neo eProcurement and no later than one day afterwards on the public opportunities page. NCIA also states that registration in Neo is mandatory to participate in simplified procurement opportunities.

The current bulletin illustrates the range. On 26 August 2026 it includes, among other simplified procurements, Integration of Artificial Intelligence in DCIS environments at an estimated €160,000 and Procurement and installation of VTC Norfolk at €1.6 million. These examples are not Enki opportunities by default; they demonstrate that institutional IT requirements exist at contract sizes below the largest multi-million-euro programmes.

The capability still needs to stay narrow

Enki Tech is not expanding into generic defence procurement. The focus remains privileged identity, secure Microsoft cloud access and continuous technical assurance. Opportunities outside that core should be rejected even when the headline contract value is attractive.

From consultant to procurement-ready supplier

The change is in packaging. A buyer needs more than technical confidence. The work package must define the problem, scope, deliverables, dependencies, acceptance criteria, delivery interfaces and evidence that proves completion.

Opportunity filter

Enki should review an institutional opportunity only when identity, secure cloud or continuous assurance represents at least 70% of the requirement; the work can be delivered within a bounded scope; existing IP materially improves delivery; and security, eligibility and procurement barriers are understood before bid investment.

Neo registration is market access—not automatic eligibility

Neo is the platform through which NCIA sourcing and electronic bid submission are managed. Registration is therefore a practical readiness step. It does not establish eligibility for every procurement. NCIA's own getting-started guidance notes that some opportunities may additionally require a Declaration of Eligibility, framework registration or other opportunity-specific conditions.

The correct sequence for a specialist supplier is therefore: become procurement-ready, register in the relevant channel, filter opportunities rigorously, verify the opportunity-specific qualification barrier, and only then invest in a bid.
